Morgantown is the largest city in West Virginia, although not the state's capital. It is also the second-largest city in North-Central West Virginia, behind only Wheeling. The "Tri-State" area of southeastern Ohio, northeastern Kentucky and southwestern Pennsylvania borders Morgantown at three of its sides while Clarksburg lies to its south and Martinsburg (the county seat) to its southeast along with Fairmont City; together these cities form a five sided metropolitan area known as "The Valley". As of 2017 Morgantown has been listed by CNN Money as one of America's top 100 small towns for business. In 2005, Morgan Gallozzi Associates determined that Morgantown was among America's most livable cities based on factors such as cost/income ratio and educational attainment relative to population size. In addition Forbes ranked Morgantown number 31st on their list of best small places for business retirement planning in 2007 due primarily to low living costs but also because it has a strong economy despite being located outside major metropolitan areas like Washington D.C.
