About Kapa‘a
The population was 10,944 at the 2010 census. The town center is located along a stretch of Kuhio Highway between Waimea to the west and Līhuʻe to the east. Kapaʻa is an important regional commercial center for all of Kauai, with several shopping centers and many major retailers represented in its central business district (CBD). It also serves as one of two county seats for Kauai County (the other being Līhuʻe), hosting government offices including that of Mayor Bernard Carvalho; it also hosts a satellite office for Hawaii state government agencies on Rice Street near Kūhiō Highway.
