The city was granted arms in the 16th century, which by royal privilege was based on the royal of arms of Spain. Toledo is mentioned by the Roman historian Livy (ca. 200 BC) as urbs parva, sed loco munita ("small city but fortified location"). Roman general Marcus Fulvius Nobilior fought a battle near the river Tagus against a confederation of Celtic tribes including Turdetani (who gave their name to modern-day Toledo), Vettones and Vaccaei in 189 BC; this battle is usually considered to be near Castillo de la Zuda—not far from La Puebla del Río—although it has also been suggested that it may have been near Salmantica or Saguntum. The city became an important administrative centre under emperor Augustus, who founded there a colony called Colonia Iulia Urbs Triumphalis Hispalis ("the triumphal colony of Hispalia") and made it his capital in 27 BC; although he died before its completion.
