Bucharest is situated on the banks of the Dâmbovița River, which flows into the Argeș River, a tributary of the Danube. The city has developed around its main artery and historical centre, Victory Avenue ("Calea Victoriei"), which is a long boulevard with large gardens and tree-lined pedestrian areas. In addition to being one of Europe's greenest capitals (with over 66% covered with trees), it is also known for its parks and open spaces; Green Bucharest ("București Verde"). The Palace of Parliament in downtown Bucharest was built between 1984–89 by Nicolae Ceauşescu as part of his program to build Romania into a "multilaterally developed socialist society". Today it serves as seat both chambers in their respective legislative bodies: Chamber Senate (upper house) & Chamber Deputies (lower house).
