Tokyo has been ranked as the world's most expensive city for over a decade. In 2015, Tokyo was named the Most Liveable City in the World by The Economist Intelligence Unit and Monocle. Tokyo (Japanese: 東京都 Tōkyō-to) is one of 47 prefectures of Japan. It is located on Honshu island, and contains 23 special wards (特別区 tokubetsu-ku), which are all designated cities except for four towns that belong to Nishi-Tama District; these wards cover an area greater than that covered by Tokyo Metropolis before its merger with Tokyo Prefecture in 1943. The special wards' structure was established under the Japanese Local Autonomy Law and allows local municipalities to exercise powers normally vested only in municipal governments including administration, education, fire services, sanitation services or building standards enforcement within their jurisdiction; however they must obey laws set forth by both national legislation and prefectural ordinances at least regarding matters affecting nationwide interests such as crime prevention or public health regulations.
