Le Havre is a major French city located some 50 kilometres west of Rouen on the shore of the English Channel, numerous roads link to Le Havre with the main access roads being Autoroute A16 and Route nationale 13. Administratively, Le Havre is a commune in the Haute-Normandie region in Normandy at latitude 49°53′50″ North and longitude 1°19′35″ West. The urban area of Le Havre corresponds roughly to its metropolitan area which includes 17 communes and 250,000 people (1999 census). Its inhabitants are called "Havrais" or "Havraises". Le Port de l'Arsenal (French: [lə pɔʁ d(ə) laːsna]) was one of four ports ("ports-de-roi") built by King Henry IV along Paris's Seine riverfront between 1549–1553 during his reign as king.
