The city is situated on the south bank of the Niagara River, immediately north and across the river from Buffalo, New York. It is one of four municipalities that comprise Greater Toronto in Southern Ontario; it is also one of three cities within Hamilton Census Metropolitan Area. The first municipal structure known as Thorold was incorporated on June 13, 1857 (the same year as Welland) when William Hamilton Merritt obtained a charter for land located between two creeks: Twelve Mile Creek to its west and Twenty Mile Creek to its east. This area was separated from Wentworth County and named "Merritt's Township" after William H. Merritt who had been an early settler in the area in 1832 with his family including his wife Mary Anne née Vidal (1795–1877).
