Duncan is the administrative centre of the Cowichan Valley Regional District. The city is named for George Duncan, who first settled on nearby Pender Island in 1859 and whose ranch was located where the downtown area is now. Duncan's economy centres around tourism, logging and forestry; other major industries include fishing and mining. Major employers in Duncan include Western Forest Products (formerly MacMillan Bloedel), a lumber mill that employs 400 people, as well as smaller companies such as R&R Plastics Ltd., which manufactures plastic pipe systems used for irrigation purposes.
